– Flood mitigation, climate resilience : Since 2024, Terra Tangata has been offering project Management support to the Hastings District Council for The Mangarau 2C Resilience Project. This project is a flood-mitigation and infrastructure upgrade programme along the Mangarau Stream in Havelock North, led by Hastings District Council in partnership with Hawke’s Bay Regional Council and the New Zealand Government. The project was initiated following severe flooding caused by Cyclone Gabrielle in February 2023. A key outcome is enabling properties previously classified as Category 2C (intolerable flood risk) to be reclassified to Category 1, allowing homeowners to repair or rebuild with greater certainty.
The project includes a series of civil and environmental works along the stream corridor:
- Stream widening and channel reshaping to increase flood capacity
- Bank remediation and stabilisation using rock revetments and geotextile
- Construction of retaining walls to protect adjacent properties
- Bridge upgrades and improvements to crossings
- Upgrade or reconstruction of weirs within the stream system
- Installation of access ramps for maintenance and emergency works
- Stormwater pipe and outfall upgrades
- Vegetation clearance and reinstatement of affected areas after construction



–Infrastructure work/Civil engineering/ Rapid rebuild post Cyclone Gabrielle :
Terra Tangata Consulting has been actively involved in the recovery and rebuild of Hawke’s Bay following the devastating impacts of Cyclone Gabrielle in February 2023.
Through this work, Nicolas Caviale-Delzescaux supported the Asset Management team at the Hawke’s Bay Regional Council by delivering several urgent flood protection and resilience projects. These emergency works were critical in helping protect local communities and businesses, enabling them to return to business-as-usual operations while strengthening infrastructure against future events.
Key projects included:
- Westshore seawall emergency repairs
- Makara detention dam repairs and maintenance
- Omahu stop bank repairs
- IRG planting programme along the Taradale berm
These projects contributed to restoring essential infrastructure, improving flood resilience, and supporting the long-term recovery of the Hawke’s Bay region.



– Climate change resilience/ Green engineering / Environmental planning : Terra Tangata Consulting works with Forestry owners in NZ to better prepare and strengthen their climate change resilience. When a farm is sold, Terra Tangata offers environmental recommendations around stream protection and offers green or soft engineering solutions to minimise the impact of harvest (sediment and debris catchers). Terra Tangata also advices owners on how to meet their requirements as part of the New Environmental Standards for Forestry imposed by the NZ Government in regards to water, soil conservation and biodiversit
–Soil Conservation : In 2023,Terrat Tangata offered post cyclone soil conservation recommendations (Gisborne area) to farmers. The advice is aimed at strengthening farm infrastructure and protecting soil integrity by utilising a range of native and exotic trees species.



–Creation of a public walkway – Economic development and capacity building around a public access walkway for the Whangawehi Catchment Management Group – Hawkes Bay, New Zealand.

–Wetland enhancement, riparian planting programme : implementation of a large scale fencing and planting programme in partnership with landowners, Whakaki nursery, Whakaki Lake Trust and Hawkes bay Regional Council. The project is part of a large scale Fresh Water Improvement Fund looking at enhancing the wider Whakaki lagoon and wetlands (350ha) ecosystems.



–Large scale Maori agri business assistance : Development of a large scale restoration plan, application for funding and delivery (180 ha planted in natives, new fences, water reticulation) across 3 Maori land blocks near Waimarama, Hawkes Bay, New Zealand.



–Wetland restoration projects : Development of a restoration plan for a 40 ha wetland across several properties. Application for funding and delivery. Work in partnership with Te Tumu Paeroa and Heritage New Zealand.
–Development of a community lead catchment group for the “Guardians of the Ruakituri River, northern Hawkes Bay, New Zealand :
Support community leaders, marae and landowners around the development of a community vision, catchment management plan, Memorandum of Understanding and a website. Application for funding and project management.
